We as yet have not been able to ascertain where this organic fluorine is coming from but we are working on it. What we are being told is however is that 17 ppm is considered low and in fact anything under 50 ppm is random and can be introduced into the product at any time during the manufacturing or shipping process ie someone could have used a different cleaner on the machinery that day. .
